Voices from Regions: A Participatory Assessment of the New Decentralization Laws in Indonesia

Executive Summary 


This paper seeks to articulate regional concerns over the current decentralization agenda proposed by the central government. An appreciation of these concerns wil be a valuable input for the successful implementation of the decentralization agenda. This study is primarily based on interviews and discussions with various stakeholders in ten provinces covered in two rounds of consultations. The consultations adopted a "participatory assessment approach". The first round took place over August 1-14, 1999 and covered about 75 stakeholders in the capital cities of Bali, West Nusa Tenggara, South Sulawesi, and Papua (called Irian Jaya at the time of the interviews). The second round took place over November 22 - December 11, 1999. During this round, more than 200 stakeholders at the province level as well as in sample cities and regencies in Riau, West Sumatera, West Kalimantan, East Kalimantan, Central Java, and East Java, were consulted. THis paper will also suggest ways in which these concerns could be met to allow the decentralization agenda to move ahead in a more legitimate path.

The purpose of this paper is to identify the nature of these concerns and to find mechanisms that the donor community could employ to respond creatively to the challenges that are likely to emerge in this domain.
