During UNSFIR works, the key members of its team launched a series of working papers and white papers. With the closure of UNSFIR, the series is continued and intended to be the preliminary our works in providing recommendation for government and clients in order to anticipate future. The research described in these papers is preliminary. The views expressed in these papers are those of the authors and do not necessarily reflect the views of the individual members of the Company's Board or Advisory Committee.
The
purpose of this paper is to identify the nature of these concerns and
to find mechanisms that the donor community could employ to respond
creatively to the challenges that are likely to emerge in this domain.
