The political landscape has changed beyond recognition. The economy is growing at around 5-6% per annum, something which is still higher than most developing countries.

The focus of recent social welfare policy in Indonesia has been on poverty reduction. High economic growth has been assumed to be a pre-condition of poverty reduction. For this assumption to be true we have to assume that economic inequality is relatively constant over time.

The economic challenge facing Aceh is enormous. Growth trend declined both for the total as well as the non-oil GRDP. It is obvious that the past growth trajectory could not be replicated .

This brief calls for urgent government action on inequality. The issue has always been important elsewhere, but this is even more so in the case Aceh. Growth was not spread evenly, poverty remains high and inequality has increased overtime. There are cases where the contrast between the populations is quite dramatic.

This short note discusses the strange paradox between policy priority given to poverty alleviation in Indonesia both by the Constitution and the current government on the one hand and the confusions and delays that have surrounded both the design and implementation of poverty reduction policy on the other.
